Heather Lee
Manager
Heather joined the OFCO in June of 2019. She leads and is of service to the Investigations team, who respond to complaints regarding the care, placement, services and rights of foster youth across the state of California. Heather has extensive child welfare knowledge and experience, including eight years of direct practice work in community-based settings and government settings, both at the local and state level, in addition to ten years of macro level experience.
Heather received a BA in Psychology from the University of California, Santa Cruz and an MSW from California State University, Sacramento via participation in the Title IV-E Child Welfare Training Program.
The California Office of the Foster Care Ombudsperson is dedicated to serving
foster youth in California by investigating and resolving complaints
about foster youth rights, care, placement, and services.
