We disseminate information and provide trainings on the services provided by our office, the Foster Youth Bill of Rights, and the Reasonable and Prudent Parent Standard (RPPS). You can request a training with a preferred date and time or you can sign up for one of our pre-scheduled, reoccurring trainings on our Training Calendar.

Foster Youth Bill of Rights

The Foster Youth Bill of Rights (FYBoR) was created due to the advocacy of youth in care, and its purpose is to protect children and youth in foster care, youth on probation and in out-of-home placement, and children living in any licensed or certified children’s facility or home in California. Participants will learn learn about the role, functions, limitations and the laws that govern the California Office of the Foster Care Ombudsperson (OFCO); learn about the OFCO Complaint Process; learn about the California Foster Youth Bill of Rights; and learn about how to identity potential foster youth rights violations and uphold the rights.

Reasonable and Prudent Parent Standard (RPPS)

Anyone who works or cares for foster youth

Reasonable and Prudent Parent Standard (RPPS) was created to empower caregivers to make parenting decisions that support youth health, safety, and best interest while encouraging their positive developmental growth. Participants will learn about RPPS decision making and how it can promotes normalcy of youth in care. Participants will be empowered to make parenting decisions that uphold the rights and promote the positive development and well-being of youth in care.

Foster Youth Awareness Month Events May 2024

Greetings! In honor of Foster Care Awareness Month, the California Office of Foster Care Ombudsperson will be hosting two events.  The first event is  on Thursday, May 16th from 12-1:30PM.  This event will be a documentary screening with discussion to follow.  The documentary is, “Children of the System- Our America with Lisa Ling”.

The second event is on Wednesday, May 29th from 2-3:30PM.  This event is a panel of guest speakers who have been involved in foster care- both as former foster youth and resource parents discussing the challenges faced within the foster care system. The theme of the panel discussion is Navigating Foster Care: The Buoyancy Effect.
